Raymond J. O’Bryan


Chief Financial Officer and Chief Administrative Officer

As CFO and Chief Administrative Officer, Mr. O’Bryan oversees the Accounting and Finance, Human Resources, Information Technology, Economic and Statistics and CHEMTREC® Divisions. These groups provide strategic planning, information management and back-office administrative services that support the Council’s programs, enhance advocacy and provide member value. Additionally, he serves as Plan Administrator for all pension and welfare benefit plans sponsored by the Council. 

Mr. O’Bryan joined the Council in 1985 as assistant controller and progressed up the Council’s management ranks, becoming ACC’s Vice President and Treasurer in 1998. He has nearly 30 years of experience in the financial management and reporting arenas, with 25 years here at ACC.

Prior to coming to ACC, Mr. O’Bryan held positions as an internal auditor with DynCorp. and in public accounting with a Washington, D.C.-based public accounting firm specializing in not-for-profit organizations. He is a member of the American Institute of Certified Public Accountants and the Greater Washington Society of CPA’s.

Mr. O’Bryan received his bachelor’s degree in accounting from the University of South Carolina.
