Roger D. Bernstein


Vice President of State Affairs and Grassroots

As Vice President of State Affairs and Grassroots, Mr. Bernstein helps ACC staff prioritize and define roles and positions on key state and local legislative proposals impacting chemicals and plastics. He also provides guidance for ACC’s grassroots advocacy program and facilitates strong relationships and synergy with independent state and chemical industry councils.

Previously, Mr. Bernstein was Managing Director of State Affairs at ACC. Before this position, he was Vice President of Governmental Affairs for the American Plastics Council (APC) where he designed and implemented a fully-integrated state program for the chemical industry. Prior to working in the chemical and plastics industries, Mr. Bernstein played key state government affairs roles for the Glass Packaging Institute. Before embarking on a 25-year career in government and public affairs, he was a newspaper reporter covering state and local politics in the Washington, D.C. area and an instructor at the University of Maryland.

Mr. Bernstein received his bachelor’s degree from Washington & Jefferson College and his master’s degree from Northwestern University.
