Littering, illegal dumping, broken windows and graffiti all add up to burdensome issues which can negatively effect economic or social development within a given area. Whether it is plastic, paper or another type of product that is being improperly disposed of, it's not the packaging that is at issue but rather the human behavior behind the tossing of the trash that needs to be addressed.
