Technical Oversight Board (TOB)

The Responsible Care® Certification process’s day-to-day activities are overseen by a Technical Oversight Board (TOB) made up of representatives from ACC member companies, ANAB, BEAC and external parties. The TOB’s charter can be found in RC203.03.

Certification Goes Global

At the request of several ACC member companies, the Technical Oversight Board (TOB) recently issued guidance on conducting RC14001 audits at ACC member and Partner company locations outside North America.  Auditing firms will be allowed to staff an auditing team with both certified Responsible Care auditor(s) (fully trained in Responsible Care and certified by BEAC or RABQSA) and local ISO 14001 auditor(s) who meet the requirements for conducting ISO 14001 audits.  These “mixed” teams will be able to conduct RC14001 audits at member and Partner locations outside North America provided that the parties meet the requirements set forth in the TOB Guidance. The Responsible Care certified auditor is expected to focus on the Responsible Care elements of the technical specification.  The TOB has limited this pilot to RC14001 audits at this time due to concerns that foreign auditors are not familiar with the RCMS technical specification.  In order to respond to growing interest in RCMS and RC14001 overseas, ACC is working with BEAC to establish a schedule of Responsible Care auditor examinations in Europe and Asia in 2008. Strategic Review Board (SRB)

In 2006 the ACC established a Strategic Review Board (SRB) to provide the industry with a periodic review of the entire Responsible Care certification process. The SRB assists ACC in determining whether the Responsible Care certification process continues to meet the expectations of the industry’s stakeholders. SRB membership includes ACC industry representatives, members of academia, NGO representatives, government officials and business leaders from other industries. The SRB’s charter can be found in RC202.03.

ACC’s Strategic Review Board presented a report to ACC’s Board Committee on Responsible Care (BCRC) on October 24, 2006, identifying eight recommendations that the SRB believes can further enhance the overall Responsible Care initiative. The report was presented to ACC’s BCRC by SRB representatives Riva Krut, Christopher Pinney, and Jill Cooper. A copy of the report and an ACC press release are posted below.
