WASHINGTON (December 4, 2015) - C ongress approved a long-term funding bill for surface transportation that includes provisions that will provide important guidance to help the Department of Transportation (DOT) implement rail tank car standards for flammable liquids.The provisions will make much-needed improvements to the DOT rule for upgrading tank cars used to ship flammable liquids by creating a more workable approach to update rail tank cars.

The American Chemistry Council (ACC) issued the following statement in response:

"ACC and its members commend Congress for sending the president a long-term transportation funding plan that will help meet the growing transportation needs of our industry and the nation.

"In particular, we welcome the provisions in the bill that direct DOT to place the highest priority on upgrading rail tank cars that will deliver the greatest safety benefits to the public. These legislative modifications to DOT's rule will also provide a workable timetable for rail tank car manufactures and shippers to complete all required upgrades.

"We thank Congress for their hard work and remain committed to working with policymakers and other stakeholders to ensure that products essential to our economy are transported safely and efficiently."
