Jack Quinn is Vice President of State Affairs and Political Mobilization at the American Chemistry Council, where he leads the national strategy to advance pro-manufacturing public policies across all 50 states. With more than 20 years of experience in government relations, regulatory affairs, and legislative leadership, Jack brings a rare combination of executive, corporate, and elected official perspective to complex policy challenges.
Prior to joining ACC, Jack led state government teams and did on-the-ground lobbying for major healthcare, biotechnology, and energy organizations, including Regeneron Pharmaceuticals, Cambia Health Solutions (Regence BlueCross BlueShield), Alexion Pharmaceuticals, Sanofi, and ExxonMobil. He has directed numerous multi-state advocacy campaigns, defeated legislation carrying nine-figure financial implications, and built durable coalitions among patient groups, business associations, and policymakers.
Jack previously served six years in the New York State Assembly, where he held leadership roles on the Judiciary, Health, and Higher Education Committees. His legislative experience, combined with his private-sector leadership, makes him a trusted voice on state regulatory policy, economic competitiveness, healthcare reform, and the intersection of industry and government.
