WASHINGTON (December 18, 2025) — The American Chemistry Council (ACC) congratulates Doug M. Troutman on his confirmation by the United States Senate to serve as Assistant Administrator for U.S. Environmental Protection Agency’s (EPA) Office of Chemical Safety and Pollution Prevention (OCSPP).
“On behalf of America’s chemical manufacturers, I congratulate Doug Troutman on his confirmation to lead OCSPP,” said Chris Jahn, ACC’s president and CEO. “Doug brings deep subject-matter expertise, proven leadership, and a commitment to science-driven, risk-based decision making. His leadership at OCSPP will be critical to implementing the Toxic Substances Control Act (TSCA) in a manner that protects public health and the environment while enabling American innovators and manufacturers to compete and win against foreign competition.”
OCSPP plays a central role in evaluating chemicals used in commerce and in implementing TSCA. Senators approved Doug’s nomination en bloc on Wednesday evening by a 53-47 final vote on S. Res 532.
“We thank Senators who supported Mr. Troutman’s nomination for recognizing the need for experienced, pragmatic leadership at OCSPP,” Jahn added. “We look forward to working with Assistant Administrator Troutman and EPA staff to ensure TSCA implementation is timely, transparent, and grounded in sound science.”
