WASHINGTON (December 16, 2025) – The American Chemistry Council (ACC) today released the following statement in support of H.R. 4776, the Standardizing Permitting and Expediting Economic Development (SPEED) Act. The SPEED Act was introduced earlier this year by House Committee on Natural Resources Chairman Bruce Westerman (R-AR) and Representative Jared Golden (D-ME). In addition, ACC recently joined more than 70 organizations, led by the U.S. Chamber of Commerce, in a letter urging Congress to pass the SPEED Act.
“Modernizing the permitting process is not just an infrastructure fix—it’s a national imperative. Permitting delays are holding back America’s ability to compete globally. Making more products in America, developments in AI, and other key national priorities start with American chemistry and depend on pro-growth policies. The SPEED Act delivers balanced, bipartisan reforms to the National Environmental Policy Act (NEPA) that will cut red tape, set clear timelines, and accelerate critical projects. This legislation will also help deliver affordable energy, resilient infrastructure, and advanced manufacturing that keeps America at the forefront of innovation. Congress should act swiftly to pass this legislation to unleash American energy and drive economic growth.”
