ACC Comments on Section 301 Investigation on Excess Capacity (USTR Docket 2026-0067) 

The American Chemistry Council (ACC) submitted comments to the Office of the United States Trade Representative (USTR) regarding its Section 301 investigation into global excess capacity in manufacturing sectors. ACC emphasizes that while unfair trade practices and non-market behaviors can distort global chemical markets, broad or untargeted trade actions risk disrupting complex chemical value chains and undermining U.S. competitiveness.
