USMCA Review is An Opportunity to Strengthen U.S. Chemical Competitiveness

WASHINGTON (Jul. 1, 2026) – As the United States, Canada, and Mexico hold the first joint review of the United States-Mexico-Canada Agreement (USMCA), the American Chemistry Council (ACC) reaffirms its strong support for strengthening and preserving this landmark agreement. The Agreement, including its Annex on Chemical Substances, are a cornerstone of North American economic growth—supporting highly integrated supply chains, enabling efficient cross-border trade, and reinforcing the region’s ability to compete globally.

ACC supports a constructive review process that preserves USMCA’s core benefits while strengthening North American competitiveness. In partnership with the Chemistry Industry Association of Canada (CIAC) and Mexico’s National Association of the Chemical Industry (ANIQ), ACC has developed specific recommendations to strengthen the Agreement and convened a series of high-level discussions, the last one on July 9 in Washington, DC, to deliver practical, actionable recommendations that can be implemented under the existing USMCA framework to boost chemical investment, innovation, and supply chain resilience across North America.

“At a time of intensifying global competition in the U.S. industry, USMCA remains a strategic asset,” stated Jason Bernstein, ACC’s Director of International Trade and Supply Chain. “It allows the United States, Canada, and Mexico to compete as an integrated North American market and with greater enforcement, can strengthen the region’s ability to lead in chemical and plastic manufacturing and innovation.”

ACC and its members stand ready to work with policymakers in all three countries to support a successful joint review and is encouraged that negotiators are engaging through the joint review process and related discussions. Continued dialogue among the Parties is essential to resolving issues constructively and ensuring the agreement continues to deliver for our workers, businesses, consumers, and communities across the United States and North America.
