What is Community Engagement in the Chemical Industry?

Community engagement in the chemical industry refers to ongoing collaboration between facilities and local stakeholders, facilitating two-way dialogue around health, safety, the environment, and community well-being, while supporting jobs, investment and volunteerism. 

These efforts typically include:

  • Community Advisory Panels (CAPs)
  • Workforce and STEM education programs
  • Nonprofit support and employee volunteer initiatives
  • First responder training and emergency preparedness

Community engagement supports safety, improves transparency, and strengthens long-term relationships between facilities and the communities where they operate. 

Community Advisory Panels (CAPs)

Community Advisory Panels (CAPs) are forums that connect chemical facilities with local stakeholders.

CAPs provide a structured process to:

  • Share information about facility operations and safety practices
  • Discuss environmental performance
  • Address community questions and concerns
  • Identify shared priorities

Responsible Care companies are encouraged to form and actively engage CAPs to ensure open communication and build a stronger foundation of trust with the communities they serve.

Emergency Preparedness and First Responder Partnerships

Safety is central to Responsible Care®. Practicing chemical facilities and supply chain partners coordinate directly with local emergency responders to support preparedness and response planning.

Preparedness efforts may include:

  • Joint drills and tabletop exercises
  • Hazard communication briefings
  • Site tours and response planning coordination
  • Community awareness sessions

These activities strengthen coordination between facilities and local response agencies.
