The spray foam industry is transitioning to low global warming potential (GWP) blowing agents. In October 2023, the U.S. Environmental Protection Agency (EPA) finalized the Technology Transitions Restrictions rule, which implements certain provisions of the American Innovation and Manufacturing (AIM) Act. The rule applies restrictions to high GWP hydrofluorocarbons (HFCs) including the distribution, sale, installation, import and export of products that use restricted HFCs. Starting January 1, 2025, spray polyurethane foam (SPF) manufacturers are no longer able to produce products containing HFCs, and starting January 1, 2028, sales of SPF with HFCs must cease. This rule creates a federal standard for HFC phasedowns in accordance with the AIM Act and brings consistency throughout the states, which is critical to preventing overburdensome requirements for manufacturers and the value chain from varying state regulation.
